Government Sports Hostel, Cuttack prevailed over East Coast Railway 3-1 in the final via tie-breaker to win the 2nd Bhikari Kalia Memorial Football Tournament at Ravenshaw University ground here yesterday. Tie-break rule was applied after play in the regulation time ended goalless. Hockey Olympian Dilip Tirkey and Orissa Olympic Association secretary Asirbad Behera gave away the trophy at the closing function. Saroj Pradhan of Sports Hostel was adjudged the player of the match.
